2023 SUSTAINABLE DEVELOPMENT G0ALS IMPLEMENTATION REPORT

The 2023 Sustainable Development Goals (SDG) Implementation Report, “Gears of Transformation,” reports on the Philippines’ progress toward the 2030 Agenda and its 17 SDGs despite challenges posed by the COVID-19 pandemic. The theme of the report emphasizes the interconnectedness of the SDGs, presenting each goal as an essential gear in the machinery of sustainable development.

This report showcases the country’s dedication in reigniting our commitment to the 2030 agenda after the unprecedented impact of COVID-19. It also outlines our progress in aligning national targets with global goals. The report emphasizes key achievements in domains such as the establishment of inter-agency bodies and technical working groups under NEDA to align efforts with the 2030 Agenda and AmBisyon Natin 2040. Resource mobilization was bolstered through legislative actions such as RA 11467, which allocated excise taxes for SDG attainment. Policy developments targeted critical areas such as housing, health, and employment with Pambansang Pabahay Program and Trabaho Para sa Bayan Act, localization efforts that shone through Regional SDG Catch-up Plans and bottom-up initiatives and stakeholder engagement was institutionalized through the Stakeholders’ Chamber. Additionally, the country successfully produced three Voluntary National Reviews (VNRs) that showcased progress and strategies in the form of the Whole-of-Nation PLUS approach toward recovery from the socioeconomic impacts of the pandemic. International partnerships and the Philippines’ role as a global advocate for sustainable development were also cited, underscoring a firm commitment to achieving a resilient and inclusive future by 2030.

The report also highlights future strategies including the pilot implementation of Program Convergence Budgeting for SDGs, the completion of the Regional SDG Catch-up Plans, preparations for the 2025 Voluntary National Review, and enactment of legislative priorities. These steps will help sustain and accelerate the progress of the Sustainable Development Goals (SDGs), ensuring that the Philippines stays on track to achieve these goals and fulfill AmBisyon Natin 2040, the country’s long-term vision of a strongly rooted (matatag), comfortable (maginhawa), and secure (panatag) life for all Filipinos.
